First of all I was kidding. You took that WAY to seriously. Second of all, during election time, you bar the WAD from having executive powers. That means you manage the region.

Legeslature and executive are seperate. I agree with that. The CPE style of government is a bit more authoritarian. People are looking for less, not more. Sorry, but the CPE model won't work here.

The Senate would only represent the people. That is why the Founder is placed to monitor who is in the Senate or not.

The CPE modle does work here. I have no idea what you are talking about. Your way, which I have yet to see, I am assuming does not even cover the limits of the executive and legislative.

The Founder gives power to the President. The President finds 5 nations in the region and makes a Senate. The Founder makes sure the President didn't choose 5 puppets or anything bad like that.
The President can not vote, but can ban and eject nations when called for. The Senate then votes on Legislation and Embassies.

Then during election time, the government calms down and the Founder bars WAD powers. People run for President and the winner gets to form a new Senate. If that Senate as puppets, it is rejected by the Founder and the President is required to formulate a new one.

The founder should be the one executing it, while the WAD be in the legislature. The WAD does not have to have executive power.

The WAD does have power to execute power. It is give to him by the Chancellor (sure thing GOR).
The WAD can ban and eject nations.
