Decent for the most part. I would suggest making the part about embassy requests more specific. It basically gives the President permission to accept them if the Foreign Affairs Minister says so yet goes on to say the decision is that of the Senate's.

3.2. The Executive Council will meet as equals to discuss matters of regional importance whether legislative or security. This body will serve to guide the Executive in its tasks and increase communication. As a whole the Council may draft and propose legislation to the [Senate]. Executive Council will work together to fill the roles of absentee or unfilled positions. The three Ministers of the Federal Departments shall be appointed by the Federal President and confirmed by the [Senate]. A nation serving in the Executive Council is limited to that one position. The three ministers shall serve a term of one month and can be reappointed. Collectively, the Executive Council is the head of government and head of state. Visiting heads of state are received by the Council.
Do the Ministers get reappointed every month or just after the first month that they hold the office?

You think the Senate should only have the say? Regardless of what I think, I believe that that part needs to be more clear. But in regards to my personal opinion, I think the FA Minister should advise on embassy requests but not have a final say in the matter, that should just be the Senate. Though the Minister's advice should not necessarily be required to continue.

The idea was for the embassy request to accepted initially by the Executive, the Senate would have final say by either voiding the acceptance and ordering withdrawal or ordering the acceptance of ones that were not accepted; the requests cannot be rejected without the Senate's consent and may just expire otherwise.
I figure this solves the problem of votes piling up since it cuts them down a bit and also avoids delays which let the offers expire.

Seems like it's more complicated to go and accept the embassy only to have the Senate order a withdrawal when they could just vote yes or no to begin with.

How exactly would the armed forces work? For defense of the FFS, would that mean just endorsing the WA Delegate? I guess that area needs to be more clear on what EXACTLY is the responsibility of being in the armed forces.
