Lets begin work on drafting the Executive Branch. On the Legislative side we have agreed upon 5 elected members in the Senate and the Chancellor as the Moderator of the Senate.

I have finished a draft half way but I must now cease temporarily for the car ride home.
Executive Branch 3.1. The Executive Council will form the core function of the Executive branch; the council will include the following positions: -The President -The Chancellor -The Minister of Security -The Minister of Foreign Affairs -The Minister of Justice 3.2. The Executive Council will meet as equals to discuss matters of regional importance whether legislative or security. This body will serve to guide the Executive in its tasks and increase communication. As a whole the Council may craft and propose leglislation to the Senate, this can also be an individual function as laid out below. 3.3. The Executive branch is the executor of all regional law and the upholder of security and stability for the region. 3.4. The Founder of the region, or his/her sucessor, will be called the President and holds that position for life until he/she resigns and appoints a successor; in the interum the Chancellor will carry out his duties. He/she will serve as a member of the Executive Council as an equal party, they may accept embassy requests with the approval of the Minister of Foreign Affairs, but the final decisions rests with the legislature. All law must be signed by the President to be enacted, he may veto leglistation though it may be overridden. He is permitted to recommend citizens for positions in the Executive Council. 3.5. The WA Delegate shall be called the Chancellor, they are to be elected every month by popular vote. Should the Chancellor resign a successor will be appointed to serve out his/her remaining term, in the meantime the President will assume his powers. He/she will serve on the Executive Council as an equal party. With the consent of the Minister of Foreign Affairs he/she may accept embassy request, though the final decision rests with the legislature. He/she will serve as a member of the legislature and be both its nominal head and the speaker for the people. The President may not serve as Chancellor. 3.6. In times of threat or crisis the President may assume security powers or declare a state of emergency. In the President's temporary absence the Chancellor make take upon the task of maintaining security through ejections et cetera. If the legislature is in a deadlock the President may declare a legislative state of emergency. 3.7. The Minister of Security will serve as the advisor to the legislature on matters laid out in his duties. His duties are: -To work with the President and the Chancellor to carry out registaration of members and the maintance of a list of them -To observe and maintain security along with the President and the Chancellor -To organize the defensive and military forces of the Federation, of which he is to report to the President -To organize and carry out efforts to recruit new members 3.8. The Minister of Foreign Affairs will serve as the advisor to the legislature on matters to which his duties pertain. His duties are: -To recommend embassies to be constructed -To make suggestions pertaining to embassy requests recieved -To run delegations and ambassadors in regions around the world

I like that for the executive. I believe the role of the executive council ministers must be further elaborated on. Also, we must include that the President signs laws on behalf of the council since he is the chairman of that council. In other words, the council approves the laws for him to sign or to veto.
I think since we are championing the idea of some direct democracy, we ought to draft the section on the role of the people. Good work.

I see the founder as the person who maintains security(but is still commander in chief of the armed forces). I think the WA delegate should be the head of state AND of government. And I was thinking we could have it so if the Delegate does something, he will have to consult with his cabinet. If 3/4 of them disagree, he can not do it. That would be kind of like the Swiss, without giving the rest to much power. And plus, in NS, its pretty unlikely that someone who is not the Delegate or Founder will gain regional control through force...........

BUT, the founder could be the Vice-Head of state/government. Perphaps he could still be allowed to be in some place else in government?

3.9. The Minister of Justice will be considered the 'ambassador to the Judicial Branch' in that, while serving on the council, he will simultaneously be the third Justice in the Judicial Branch for civil cases. His duties are: -To represent the government in court (to be considered a 'national case' where he will not serve as a Justice) -To advise the judiciary concerning the Executive -To organize the requested cases with the Chief Justice and Associate Justice -To serve as a Justice in civil cases where he will be worth one vote in all accordance laid out below

Addition to 3.2. The Executive Council will work together to fill the roles of absentee or unfilled positions.

Awhile back I proposed that we have a government setup like this.
Founder- The founder will be in charge of protecting the region from outside forces at times when the Delegate is not on. He will also be the Commander-in-Chief.
Delegate- The Delegate will be popularly elected every 6 months. There will be either endorsement caps or mandatory endorsement of the Delegate. The Delegate will have all the powers that the Chancellor has except he will not be a member of the legislature.
Vice Delegate- The Vice Delegate will also be popularly elected every six months. The Vice Delegate will serve as the head of the legislature and will not have the power to vote ion legislation unless there is a tie.
Cabinet- Will be appointed by the Delegate and approved by the legislature. The Cabinet will be composed of Minister of State,Minister of Defense and Minister of Justice.
Minister of State- the Minister of State will basically be the combination of the Interior and Foreign Affairs Ministries that we currently have. After we grow into a larger region we can split the ministry back into two separate ministries.
Minister of Defense- Will be the General of the Armed Forces and will have the power to regulate the Armed Forces.They will also be an advisor to the Founder on regional security.
Minister of Justice- Will be the governments lawyer and will advise the legislature on the constitutionality of legislation.
