No the President doesn't appoint the head of each department! He only gets to appoint 2 Seats of a Senate of 6. The Senate can handle all the department stuff.

What I mean is, for instance, who will be in charge of membership (as the Minister of the Interior is delegated now)

No this is by monthly elections.
The campaigning period would start the 20th and elections would open the 25th. They would last until the end of the month.

My "don't like it" was to the appointing senators thing.
So for elections, there would be candidates and a ballot? Like how we do senatorial elections now?

The Senate will appoint some sort of Ministry base of operations. OR The Senate can be the Ministry base of operations.
Say Seat A would be the Forieng Affairs Minister and Seat B Minister of Interior.
People would run for what they want to be.

I still rest on my proposal: "Let me outline my idea which is based off the Swiss: Executive Council - Made up of cabinet level departments. The founder chairs the council and executes the policy. The council executes law and proposes law to the legislature. Legislature - Made up of popularly elected legislators. Make the law for the council to enforce. The WAD is a member of the legislature. For safety purposes the WAD can assume the founder's role if necessary. Essentially the WAD is the leader of the legislature and speaks for the people. The legislature checks the executive. People - The nations can pass referendum to challenge laws and pass constitutional amendments. They check the legislature.
